Do incinerators replace garbage dumps?

Ok, on my last game I reached the pop. to unlock the incinerator. I had a single garbage dump (almost full), so I built one incinerator and set the dump to empty.

Minutes later, garbage is piling up in the city, the incinerator had like 3/20 trucks in use and nothing was getting done.

I build another dump but the city wouldn't recover.

So what's the problem here, I was under the assumption that incinerators would collect from houses and empty my garbage dumps to keep the city somewhat cleaner.

Landfills that are on "emptying" use all their trucks to ship their garbage elsewhere, so they don't collect garbage from your city during that time.

Meanwhile, incinerators only have limited storage and burn capacity. Your single incinerator probably got overloaded with trash by your landfill. Lacking storage space, it then also couldn't effectively collect any garbage from your city.

So what was left was your second landfill you built later, and that one alone will need time to collect all the trash that piled up.

It's best to have at least 2 garbage dumps so that while one empties the other can still collect garbage.

Incinerators do replace dumps, but in your case the system probably got confused. Your incinerator is being overloaded with garbage from the dump so it won't send out trucks.

The second dump probably isn't helping because the incinerator has idle trucks. A second incinerator would likely fix the situation. That's what I usually do, although it is quite expensive for a small town.

I agree with the other commenters here, emptying a dump can cripple a single incinerator especially if they are next to each other since the dump will empty into the incinerator and fill it up, you may want to hold off on emptying the dump until you can make a few more incinerators then empty the dump and things will go better for you.
