how to reduce this traffic congestion?
http://steamcommunity.com/sharedfiles/filedetails/?id=437760873

i used single-way 2-lanes in my town.
i already upgraded this income traffic to single-way 6 lanes, it still congested at 1 side

anyone has good suggestion how i can improve this flow?
thinking of connect new highway connection to upper industrial section, but can't really worked out

Those 4 intersections packed tightly together are a really bad idea. What happens is that one vehicle will pass intersection A, and then fill the entire space between the pedestrian crossings of intersection A and B. When that happens, the vehicles still behind it will believe that the entire intersection is blocked, and they will wait with moving forward until that space is clear again.
This design effectively means that every single vehicle will stop and wait at the intersection, which completely breaks the traffic flow.

I'd recommend cracking down on all those intersections in some way. Reworking those road loops that only have a single tile in between them into something more efficient that covers more space with less intersections will help a whole lot.
Taking your industrial zone as an example, you currently have it like this:
!=!...!=!...!=!
!..!...!..!...!..!
!..!...!..!...!..!
!..!...!..!...!..!

What you could do would be something like this, for example:
!========!
!.................!
!========!
!.................!

It covers about the same space, but with less space wasted on roads, and far less intersections created on your main roads.

Apart from all the unnecessary and poorly placed intersections, consider the industrial and commercial zoning along the main entry and exit throroughfares of your city. They will all send out and receive deliveries which will interrupt the traffic flow. Remove them and the flow will improve immediately.
All these trucks are headed to the industrial zones. Big trucks apart from dump trucks and small delivery vans only travel to and from Industrial zones to outgoing roads, harbors and cargo train stations. Ideally, you want to isolate Industry from C$ and R$ by either placing it in a different place; or, you can paint a district on the roads or on you whole city except industry, with the Ban heavy traffic policy. After a minute the trucks will stop travelling on the roads you painted over, and if the trucks have their own access to the industrial zone. They will use it instead. By doing that, you flter your main city highway and let citizens travel in it freely. While trucks only use another highway connection that you build further away. Citizens will use that connection to go to work, but with decent mass transit connection between residential and industrial, the car traffic is minimal in comparison to truck traffic. After a while you want to enhance your industrial zones traffic flow using a technique like the coffee filter. ( A network of one way streets/avenues where all traffic flows in the same direction. )

That is not an upgrade, it is a downgrade.

1. Four and six lane roads have traffic lights, which create congestion. Do not use them unless you disabled lights with mods. 2 lane roads are higher capacity.
2. You should not randomly change highways to city streets like that. See here: http://steamcommunity.com/sharedfiles/filedetails/?id=437734047

A question :having looked to yr screenshot it's not clear for me . does your road in the good direction, i mean in regard to motorway exit or entrance? It cld explain a jam.
As others have already mentioned, you have a plethora of unnecessary intersections and with he industrial complexes all on the left-hand side of the highway, all the delivery and large trucks are going to hug that far lane and bottleneck the traffic.
as in my country in real life andf i applied it on the game , you must make a highways first and make a smaller road branches that goes on different parts ( areas ) but keep in mind you need a 1 direction streets from highway to the area if that area is well populated , and also build some bridges , this pic may help

if you see the branch ( on top left ) that goes to industry area up to 2nd cross in its 1 direction street , making it 2 direction and the cars / truck would stack on the branch turn ( 2nd pic )

thanks for the feedback.

i gave up on this 2-lanes no traffic light design.

started new map with similar city design, but sticking to 6 lanes, it's far more easy to manage.

i did encountered congestion issue at the same spot, this time using a roundabout (modified from a mod - medium size 3 lanes roundabout), it yields good result.
You're still getting some traffic there because you have an intersection too close to that exit on the roundabout. Move it out a bit further away.

This. It's the same problem as you had with those quadruple intersections before. As you can see in your picture, a single truck is enough to fill almost the entire space between the roundabout and the intersection, so the second truck can't follow and will wait for the first truck to clear out before it moves on.
Roundabouts exist for a reason
Roundabouts could cause massive trafic if its placed at highway , the highway is better to be split to braches and bridges , people actualy wait at roundabouts and if there is a traffic it will be worse than traffic lights

Really, I do not think that the OP needs help with this two year old issue anymore o.O
