Not had any mods work before, so I'm still on the same vanilla stuff. All I wanted was 25 unlockable areas, a slightly better zoom out and first person views :( Looks like the next idea is a reinstall as no one seems to have a fix.
If you see, in the second picture you present us, you are in the mod tab, not the Steam Work tab. There you have the option to click on the little box on the right, next to On/Off.
You have to click there once 'till there is a "light" in the box (it's blue) and then the mod is active.
So if you download a mod from Steam, you still have to select that mod and make it active before you see it in the game.

If we download from Steam Workshop (eg me and WarPath), as you can see in my first picture, we can only view the Workshop item or remove it. In the Mods tab, I got an external link to one of the Workshop items and put that in the Mods folder, which is why autobulldoze showed up, as well as the game's ingame mods. There's no way to move it from the Workshop tab to the Mods. It just sticks in the Workshop tab with no effect in the game :(
edit: Basically, I can't activate it. Subscribe to Workshop item -> go to workshop tab -> can only delete the mod or view it on Steam Workshop -> do every fix I know of -> nothing works -> help D:

I have try to reinstall but no help, there is still no MOD and Assets in content manager in game
Have you tested mods? I've not used any assets yet
Gonna try changing my download region again (searching the Cities Skylines reddit) and seeing what happens, changed it from Manchester to London to no avail so I'll try USA or something, then restart Steam. If not, I'll reinstall. Cheers man!
edit: Wasn't the game! Was Steam, apparently. I moved the steamapps folder to my desktop, uninstalled Steam, reinstalled it, moved my steamapps folder back and I have everything back (and 23 game updates, apparently), and my Workshop mods are now in the Mods tab :)
So, try reinstalling Steam (AFTER moving the steamapps folder to your desktop so you don't have to reinstall all your games) if people find this with no current fix.
