anyone got an idea what the problem could be?
i am not done yet, but a few things catched my attention
1) you have a highway going right through your west and east indu areas, but only 2 small offramps at each side. you need to make much better ocnnectivity to the indu areas, more offramps and in such way they don't stop because of traffic.
2) you had the "industrial space planning" policy activated. i turned it off and maybe your industry wont need so much raw materials as it will produce less
3) you have basic industry which relays 100% on import. try making some wood and farm industry nearby and connect it with direct road or train. not too much tho
4) i need to check what's going on with your train network as i havent seen a single cargo train yet
will be back later with more results. it's fun, i haven't "fixed" a city that isn't mine for a few weeks :)
5) not relevant to your material situation, but your metro is badly setup. in the indu area you have a lot of lines that only go 1 stop. make longer lines with more stops each.
i had to move a metro station and i think i broke your metro setup because i don't understand what you were trying to do. but for what i have to fix, i dont care about metro right now
6) i bulldozed your indu highway exit, which bt had the big problem that each highway side only connected to one part of the indu area, not the other. making trucks have to go a long route around and under your highway. now that would be fixed (i'll add a screenshot later)
7) that roundabout now connects to a central 6lane road at each side, i had to convert a few of your roads and move some police n stuff around to be able to convert the road
still working...
i have purchase a new land tile, the one inmediately to the south of your indu area, which has a train track. i will now setup some quick stations and see if that helps.
10) i see you started converting some of the south indu to farms. i will change the rest of that part to 50% farms 50% wood.
this south indu part is badly connected, just 2 small roads that lead to the rest of indu, so maybe that will help provide some raw materials
i unzoned ALL basic indu and some offices to allow the specialized indu to grow
11) problem i am having now with the famrs and forest indu is that your whole public transport is a mess... not getting workers as the connection is quite bad. i have to make a few ugly patches here and there

the biggest differences so far:
1) fixed indu accesss roads
2) fixed cargo station
3) fixed auxiliar indo to 50% wood 50% farm
not done yet.
i build a cargo station there and when i was about to connect it to the rest of your cargo train network i noticed another problem:
13) your small import/export cargo train hub didnt have any connnection to the west, which is where all your industrial is.
your problem of lacking raw material is 100% a traffic problem. your industrial zone is extremely bad connected, import has to go too much of a route to be in time before the factories complain and close down
i spend over an hour on your map, killed 12K pop in the process to speed rezoning and demand and i had to fix so many small problems it actually stopped being funny.
i mean no offense, but your city is a real mess... unfinished transport lines, metro stations with weird lines and a few actually offline, train tracks half connected, huge overzoned districts, island connected only with 2 6lane roads and the list goes on and on and on...
i made a few quick fixes and they arent pretty as i just CBA to make it pretty on maps that arent mine, i go for fix and usefulness

GENERAL OVERVIEW
- purchased south land tile to access closer train network, which is great part of the solution. try and place the cargo station somewhere better tho, take your time.
- fixed south indu area into two, half wood half farm. remember not to zone all wood at once or they will run out of raw materials
- connected new cargo station to rest of network, also fixed west connection on your cargo station that's visible in the east
- small quick dirty fix to have south indu access to highway
- fixed main indu entrance, removed bad offramps and replaced with quick roundabout exits
- upgraded main streets of indu districts to 6lane 2way roads
- fixed a couple of bad oneway roads
- dezoned main indu area totall and also 1/3 of your offices, to create demand so the new south indu would zone quicker (sorry, i didn't want to spend 5h on your map waiting)
- disabled cargo harbour. was doing more bad than good as it's too far away and badly connected (not on screenshot)
- fixed and properly connected the east cargo station that is connected to the highway close to map entrance. this allows removing trucks from street traffic and converts some import/export to train instead

CLOSEUP TO ROAD CHANGES I MADE
WARNING!!!
if yo manage to fix your problems, you will soon have new problems your city is not prepared for right now:
- your big commercial zones will suffer abandonment due same reasons: bad connections, so no goods arrive
- specially everything you have on the big island... you need to get a highway there no matter what, you can't relay on 2 6lane bridges for that whole area
- fixing your industrial zone will increase the traffic *10 in that area, specially around the cargo stations
- do NOT overzone! always zone in small amounts. you can prepare your roads, services and design as you like, but never zone many blocks at once. zone small amounts (maybe 1 block at a time) and wait for it to spawn before you do the next block. do not zone 20 blocks of -whatever- and do it in smaller amounts following your demands.

well i could give you the safe of course,m but as said i broke a few things in the process (some metros and 12K pop less)
so i thought it would be best to explain it all to you, provide some screenshots and so you can reproduce what i did yourself :)
