Just a tip for anyone who experiences crashing during a new level.

Add "-force-glcore" to the games launch parameters.

It runs on Linux very well (at least for me). But i had a similar problem some weeks ago. When i started with steam in offline mode, it worked again.

Did you:
* Cehck game files
* Redownload the game (if first did not work)

This is ridiculous ...

I can confirm the OPs report.

After installing and reinstalling game started not once.

Checking game files is answered with 585 corrupted files, redownloading starts immediately but leeds to the same result right after - an eternal loop.

This is 28€ for the bin at this time.

I update my state: Cities is working now after upgrading my RAM from - as I didn't realize before too low - 3GB to 8GB. It did also work finde with 6.

So this might be a hint to OP. Maybe you don't reach the minimum RAM?

hmmm... i have 8 right now..
The rage is real.

Have you tried restarting Steam in offline mode like Blahord suggested?

Well, this is a little off-topic since you already got it running, but do you have your games installed on an encrypted partition? If you do, try moving them to a non-encrypted partition instead, if you have one, and that problem will probably go away.

Just a post so hopefully people may find it: I had issues with Cities not working on my Nvidia Linux installation - symptom: crash on launch (Nvidia GTX750ti, driver 343.36, 64 bit, Intel core i7, Ubuntu 14.04). I fixed it by adding an application profile that disables multithreading for the Nvidia driver.
Go to Nvidia X Server settings -> Application profiles -> "+" -> Matches this string "Cities.x64" -> New profile (in window 'Edit existing rule') -> Select "GLSingleThreaded" -> "+" -> set Value from "false" to "true" -> Press the "+" on the bottom of the window (twice) -> press the "Save to disk" icon in the right bottom of the NVidia X Server Settings Windows. Restart Cities from Steam, now it should work (for some cases at least).

Linux version now works for me, no issues.
I am having the same problem as the OP. I have tried multiple things, including the few suggestions found here, and have had no luck getting this game to run beyond the map selection screen. When the loading circle comes up it moves to about 5% and locks up. I can exit the game using the terminal but the music gets stuck in a loop and requires a shutdown. Could this be an el7? Does anyone have any advice?
Are you running on a proprietary driver or Noveau? I have heard that some people who use the non-proprietaries have issues such as black screens, etc.
I am running Intel Corporation Broadwell-U Integrated Graphics rev 09 which has worked fine for other games. Thank you, I will try another driver and report back.

Intel integrated graphics are NOT supported by this game. You need to get yourself a proper video card.
tulle040657 6 OCT 2015 a las 7:48
On store page system requirments it says "Does not support Intel Integrated Graphics Cards". Either get a different GPU or ask for a refund.

Added: Or what Daniel said ;) I guess I just type slow
