Other than that, check your road network for any problem areas where your garbage trucks might get stuck in traffic, or where one-way roads might block easy access to some areas.
Increasing your garbage disposal budget might also help you out.
I think two functional landfills should be adequate for your city size. Your garbage trucks should be going out and collecting rubbish now. You can click on a landfill to check how many trucks are active if you like. Usually it won't use all of them.
The problem is most likely that your city streets have been filling up with rubbish for weeks prior to the new landfills. So there is a backlog for the trucks to work through, which will take a while. So it may be just a matter of waiting for the problem to go away.

Looking at the screenshot, I see a red alert icon in the background showing a place where garbage is piling up badly. Try placing a landfill or incinerator relatively close to that and wait a bit to see if it helps. Of course, not so close that the pollution will reach residential areas.
