How to level up generic industry?
The city of Santo Domingo.
Population 6000.

All low density residence and commercial buildings are lvl 3, but generic industry is still lvl1.
I have provided all kinds of services (fire, police, medicine, buses) and even built parks, but there is no effect. Progress bar fills 75%, but doesn't go any further.
I have installed mod, which provides more information for buildings. Happiness, education, and service bars are filled 100%. Only downside is pollution and noise, but I can't fix that, since industry is the source of noise and pollution.
What am I dong wrong?

seems to me you have done everything you should have, maybe you have a landfill or power plant too close? have you upgraded roads to the ones with trees? and is traffic clear so trucks can get in and out? only other thing i can think of is maybe a mod is conflicting somehow

Don't look at "not enough workes" icons: I've just razed and rebuilt industry to unlock a monument.

if you are sure all services are being covered correctly, the first thing that comes to my mind is that you have those service budgets too low. try put all budgets at 100% at least and see if it helps

Yes, they are all at 100%. As I have already mentioned, services are not the case: mod shows, that they are 100% filled.

Can't build it yet. there is an intersection nearby, though. It goes outside the map, so they can easily import/export.

well its hard to say, maybe land value is too low because of landfills being close and highways?

I'd say those landfills are the cause of your problem. Try re-locating them and see what happens. Also, that road network is waaay overkill. Take a look at this guide and you'll understand why: http://steamcommunity.com/sharedfiles/filedetails/?id=418915865

I also had all of the services mentioned in place and my industry wouldn't level up, but I got it to lvl 2 when I've put a nicely working metro and bus connection. High School also helped, since I was keeping the Cims on 'educated' level for a long time. I'm guessing more than 1 outside connection could also help, even if it's just another road to the same highway, but from the other side of town.

All you have to do is make sure the fire coverage is in the green and put some industrial decoration parks in your industrial area to raise the land value.

The landfills have nothing to do with it.

The biggest factors that will influence a generic industry,aside from emergency services, in order to level it up are public transport and cargo transport.
If you linked that district up to a cargo port and or a cargo rail station, provided it with a workforce by public transport, it would ping ping ping!

Cargo depots, fire coverage, and public transport are the things industry likes most, they also like police coverage, clinics, and deathcare.

Agree about the public transport. My buildings went nuts with upgrades after adding metro/bus stops. Just be sure to pay attention to putting the stops on the same side of street or it's a mess.

And landfills should be emptied and demolished, no need after you get incinerators.
