HELP!!! CITY SUDDENLY FLOODING!!!
I recently loaded up my largest city to find that the water level is rising slowly. Attempting to dam the primary rivers doesn't work as the water simply floods over the dam (not the riverbanks, the dam itself).

I haven't built any hydroelectric dams before now, so it's not anything I did.

Is there anything that can be done, or is this city destined to become Atlantis?

That's not really an option, as the flooding area starts outside the map. I have all 25 plots unlocked.

Anyway, I was able to get things under control by damming off a side river that may have been the cause of the issue. The water level overall is still higher than before, but the city's been saved at least for the time being.

if you're using a custom map the creator might have just botched it.

Roll back to your last save game before the crisis.
You are increasing the water capacity of the river somewhere.
Look at your water overlay. Are you pumping significantly more fluid into the river than you are pumping out? Are you over supplying water or sewage services? Either way, try to balance it and try to match your cities needs more closely.
Now look at your sewage/water treatment plants. Are they clustered close together? Move some them, create distance between them, perhaps relocate a few to the opposite shoreline. This will spread the load and avoid a concentration of added fluid to one spot.

That would work, except the flooding started when I loaded the save despite not even being an issue the last time I saved.

That's cool, I like situations like that to keep my on my mayoral toes ;)
Make an experimental save game for that. Use the experiment to see what various strategies you can employ to actively reduce the water level to something more to your liking.
Examine the water as I suggested to optimise the situation and then implement your successful strategy to the main map.

Actually, I've gotten things under control now in regards to the city itself, though I've now lost one of the highways (it's just a minor connector running around the outer map area, and I have no incentive to replace it at the moment).
