keep the pumps and sewages at the damn seperated from the rest of your city, build new sewage outlets near the old, connect those to the the city, not to the existing sewages. now you place water pumps for your city elsewhere. now you should be able to collect and "recycle" waste water for power without poisoning your city. i think.
But with the water treatment this might work.
There is a guy on the Paradox forums who actually generates power JUST from the waste outlets. He built a small pond, put a dam at one end and then put the sewage plants in the pond. The dam produces constant power due to the constant supply from the sewage plants!
