Was your city correctly connected to the Highway connection?
When you zone residential, the houses will be built before anyone arrives to move into them. Therefore you can see housing but no population. It's up to you to make sure the new residents can enter the city and reach their new homes. Check your road layout, particularly the connections to the city entrances. There may be an intersection asset missing due to the patch or simply a broken connection.
Interesting. This could be a bug. Please upload the save game so we can take a look firsthand.
Edit: just seen your crosspost in the patch thread. You say this applies to a new map you created. Check in the map editor that your connection to the outside is correctly set.

If it is replicable, please do the same as I advised luckIvan above. Also within the Shared save game description please list all of the mods you used.
