I dont belive that for a second. I have a gtx 980, i7 @ 3.9 GHz and the game lags ALWays with or without mods. And I see every value realtime, load on CPU/GPU etc etc. The game engine does not utilize my hardware very good. So please enlighten us how your PC is special?
Cities skylines used to run fine on very high settings, even upto about 80k population.
Lately since installing many many mods and assets, it has started to LAG, as in time wont speed up and traffic stays slow. This is probably due to one of the mods. And 8GB RAM is bearly enough.
I have seen to drop to as low as 15 fps when I had a massive bus stop blockage.
But normally I hover around 30-45 fps with my 150k cities.
Also, lag != framerate. Lag refers to your internet connectin speed.
Anyway, my specs as follows,
AMD 6350 3.9ghz CPU
MSI 970 Gaming Motherboard
1TB Sata HD 7200rpm
Radeon HD6950 1GB graphics
16GB of 1233mhz DDR3 RAM
Respectable I believe and I think that the higher than average speed of my CPU and decent chunk of RAM makes the difference in games like this as they are always more CPU hungry. Again, I have NEVER seen a stutter, the only indication that the system is creaking over 100k people is the fact I can't use fast forward anymore but never the less, it stays smooth visually.
Yeah, well, I just notice that with all graphics enhancing mods off the load on my GPU is about 25% it does not even care to overclock as it does when there's some load on it. So that tells me this is a HUGE bug with the game engine, that for some reason it does not communicate properly with my graphics card. Still, with your setup witch is under the recommended I think. I find it hard believing you run this game at max without hickups. And I don't care that you dont care if I believe you or not, thats not the point. I don't think you are a lire, rater confused on how things work.

Valensia - do a search for 'FPS' and you will find you are not alone.

I have no reason to mislead you, I'm not connected with Colossal Order, I just reported what MY experience is. ALL PC systems are different, some will run vastly better than a system that is worse on paper because the owner hasn't maintained it or set it up properly. My system is still pretty new so there isnt much junk on the HD for example, other people like yourself may have tons of crap in the background that they dont even know is there slowing things down and slowing loading times from the HD, etc.
I never said you where trying to mislead me or anyone else. As I said the last time I think you lack experience on how things work, with all due respect =).
BTW, your CPU cant make up for a lacking GFX card. Even if this game is very CPU intensive. But as I said earlier there's no need continuing this conversation. I know now that its a bug in the engine that cases these problems. This is a city builder.
We're building cities and most of the time we're doing it while the game is paused.
There are no high action video spectacles that require a high FPS in order to enjoy it. The content alone is all but the most basic in terms of rendered quality, adding only diffuse to the textures. Sure, you can fake in ambient occlusion and play with the resolution by using mods to achieve a glossier appearance, for which FPS is redundant when you want to take a screenshot of it.
In fact the only situation where FPS does become a factor is when making a video and even then that requires 30 FPS, which is easily managed by most system specs.
@OP of your 197 owned games only 5 of them have you played for more than 50 hours and none of those are city builders. Your average time spent playing all of your games is no more than 5 O.o You've played Skylines for 1.3 hours... It appears that you are easily frustrated by most games regardless of 'lag' or the extremity of it.
@World Wide Web you can rest your case where the sun doesn't shine. I've read all that and everything else that's been posted prior to your recent crossposts if you simply searched for 'lag' or 'fps' in the discussions search bar.
None of that spoils my enjoyment of playing this game.
