Having a dam power plant without flooding?
Is it possible? Everytime I place one it floods.

I've never had to build a dam for power, but I have built them.
I've built them in order to control the water, either to deliberately flood an area or to drain an area or preserve an area of water. The latter is on a map with a very strange water flow system where over the course of some game years the riverflow has reversed lol... This has led to a lot of creative thinking and engineering a way to prevent the city ending up **** creek ;)

we should get basic levees to use aswell alot cheaper but not able to become as high and not producing power

hydro damns causing flooding is so ♥♥♥♥♥♥♥ dumb, whoever thought of this ♥♥♥♥ should be fired.
