and as of WHY... a game developer has to balance their game so it works on MOST machines. not everyone has super computers you know...
I don't have this game yet myself (following it closely on Youtube and playing it on friend's PC), but this system of 'limit the number of buildings/trees/identities' was originally in Sierra's city building series. You could build a number of buildings and then you couldn't do anything, because the game reached a cap on the number of buildings of the same type allowed.
While it was fine in those games because back then people had caveman hardware, I don't think CO should put this restriction on the game. This is 2015, not 1999.
They should make an option that allows those of us who have powerful PCs to have unlimited number of entities. Because this restriction is stupid in my opinion.
You can't just expect endless containers - at some point you'll reach a limit. (And this is why they won't support mods that increase the limitations - well also locked in system requirements)
In my opinion, they should have created the game like how Crytek created the 1st Crysis, push everything to the max without considering the average PC spec. I bet gamers are willing to upgrade their PC if the game is worth it.

The market is aimed at more casual players, often of Laptops. Not people with i7's and high end GPUs...

the devs wont "support" any mod. threat them as 3rd party product at your own risk. devs wont be taken responsable for damage caused by ANY mod. not now, not ever.
if a mod is extremely good, fixes a balance issue or a bug, it will be implemented into the core game later on and the mod will be deprectated and disabled when you load the game after an update, like this one for example:

if the game is aimed for casual gamers it would be a shooter or supermario clone
city builders are a nieche market
also its a kickstarter game they wouldnt really affor to make it a game that has a must on 16GB DDR4 and 4 ghz cpus coupled with 980s in sli, they would as a company just shoot themselves not in the foot but the face
there are MODs to do exactly what you're asking for. so what's the problem again?

"Darn, i'd better not buy this game where the developer prioritize mainstream and lowend machines and won't let me plant a bazillion trees. They are just lazy and it cannot by any means be because it might cripple the engine. They do it because they want to spite me and they are dumb. I know way more than they do, all their decisions are not logical. My logic reigns and I am entitled to what I want!
I am not saying you should not write about your issues. I am just writing how they translate to me.
