Did you try putting Steam in Offline mode before actually going offline with your internet? I seem to remember (not sure if it's changed since doing it) that the first time that I put Steam into Offline mode, it had to do some kind of updates for my games to allow me to play my games offline. It hasn't prompted me to download anything since then and just tells me to restart steam when I make Steam go offline or back online again.
the thing is, if there is no internet connection at all, i can't even login steam in the first place
For offline, are you using mods? Currently, workshop will only work with the beta Steam Client in offline mode. If not that, then what City Builder guy said.

uhh actually no, i don't use mod, i just want to play the game offline, my house is using wifi and my sister/parent would turn off the wifi around 12am to 1am. SO, whey i woke up early in the morning, i'm very lazy to get out of my room to turn it on and just want to play offline in my room.
Isn't that how offline game supposed to be, just launch it even without internet connection...
