It asks you to, but what I am talking about is when you press no, as I did repeatedly. As you can see i got to over -£3,000,000. Surley that should count as bankroupt?

erm? What do you expect? A big "Game Over"-Sign? You can not build anything. The only things you still can do are bulldoze and/or watching your ctiy.

The game gives you the possibility to recover. So what do you want instead?

Well when asked if you want to take a rescue loan you are told that you will go bankrupt if you refuse. (Or words to that effect) I was therefore expecting some sort you bankrupt, game over message/

You sat there and watched your city go that far into the red?

I was pleasingly easy, took about 15 mins. Everything just goes wrong so fast in these games.

I'm -3.3m, with a deficit of -190k. No bankruptcy yet. Doing my head in, I want to start a new map

Its actually kind of cool to watch the buildings rot. I have no idea how you ran up such a large deficit. I was about an hour in and then accidentally disconnected power to my outflow. Then I started getting the notices. I took the first bailout and then it stops asking if you want more and you can just lt the money sink into the red. Curious to see how all the buildings change as they are abandoned, red, burned, and so on. Usually just trying to play to win, but this is kind of cathartic. Does not seem to be an end though.

Is not hard to get your budget to go into the red, and given there is not "game over" mechanic, if you do not rectify the outflow of cash, you can leave the game running indefinitely and just watch it go down the drain - or rescue it by activating mods that remove costs and/or bringing the budget to green, if at all possible.
