Its "standard" simulation behavior. I already observed this behavior since SC4. The larger your city, more custom content, will slow down your simulation, sometime significantly.
So... yeah... it's "normal"
I have same, and I know why, so it's not a bug.
And you're lucky, I got normal speed on 40k XD

Limiting factor is the CPU.
So now I'm checking to see to upgrade my rig. Because of a city sim made by 13 people. XD
I have some high end sh.it, can't remember the exact name if it. It was the 2nd fastest i5 like 10 months ago, and even I noticed a small drop in the highest simulation speed at about 30k people - after I placed a subway system. Dunno about buses, but subways seem to increase the demand for processing power a lot.
But it's true, with future high end CPUs in like 2 years already, things should be way smoother.
Our only hope is that they find a new way to produce cpus so they are faster per core. The last generations have only had a slight improvement per core.
You make a good point. I still can't think of any game from, for example the 2006 era, which my pc (and even my notebook) can't absolutely destroy today.
It's not about struggling - It's about upper engine limitations.
