Bug or bad road layout?

This is starting to get annoying, really. I don't know why or how but on the roundabout highway they only use one lane to get to their destination...clearly there's another lane freely open and directing the cars to the same area. I tried one thing where I put the houses on the left side instead of the right side, so they can use the left lane as well instead of just the right...and they still used the same lane without any change. It's causing a major traffic jam and it resembles path-finding from Simcity. I don't want it to be like this, what to do? How to report possible bug?

People tell me it's a bad road layout. Really? I only had a 6-lane 'one way' road leading to the houses which was obviously on the left hand side. So I don't know why they would stay on the right side and make a complete U-turn and get to their destination.

I see a lot of people are saying the same thing...to suggest it's just bad layouts is redundant. Obviously a possible bug.
