Sometimes the best thing to do is wait for the city to catch up with your unasked for zoning.
The RCI indicator doesn't always tell you what is wrong, or for that matter what is needed. Generally, nothing tells you what is causing the stagnation in growth unless you have done something completely wrong somewhere. Game still needs some patching.
I think you mean TOO MUCH industry build more homes and TOO MANY homes build more industry.
