So. Option 1. Full price game @USD70.00. Expansions @ USD30.00
Option 2. Low Base cost to get people into the game. Possible DLC, mostly cosmetic. Plenty of modding support and free downloads.

They're all the same after Cities XL 2011. All they did was add a few buildings with each iteration.
