You'll eventually need fire and police protection, then health/deathcare, and a dump or incinerator. The amount of garbage trucks in use shows how busy it is running svcs, also precluded by funding you give it (default is 100%). Remember, it's cheaper to build enough water, sewer, power, trash svcs etc when you have the money to (not right away or you won't have enough money), then it is to overfund stuff. I won't get into city ordinances at this point as they're mostly just too expensive for now. Just keep an eye on things, and you can save a few bucks when you start out by cutting the power and water funding down to 50% for the first few months until enough people move in that you need to raise it. Keep in mind the power will prob cut out on the water facilities 1st before you see it in the city itself, so keep an eye on your power/water usage with the button on the top-left of the screen. It will have icons for all kinds of indicators and this is how the game 'talks to you'.
Also, if the bird becomes annoying and never shuts up, get the CHIRPY EXTERMINATOR mod. This will disable acheivements but the game will be less annoying.
You can build raised roads by selecting the road or highway tool and then pressing page up (once per level of height, there's like 5 levels or something), this will help you cross roads (and power lines!) over things. Power lines get raised up too, to go over highways if they're raised highways or bridges. Keep this in mind when building around things.
Once you get far enough (12000 people) it lets you build pedestrian paths, you can do that to short-cut dead-end roads so people can walk to work. These can also be raised.
Making a ramp up or down is as simple as starting to lay the road or pathway (or powerline) out and hitting page up (for up) or page down (for down). You can make roads over water, too.
Overall it's a good game and you should be happy with it... enjoy!
If so, your hwy is not connected, remember the roads are one-way in & out, so keep that in mind when connecting.
