Most backups are caused by traffic lights.
I did do that. I have already fixed many problems like that but the point is that they still stack up in a single line.
I literally sit there and watch traffic for over an hour and restart many times but it's not the traffic lights. Even on highways the merge lanes are causing the traffic to slow down or stop.
