They are a commitment, once built they are in place forever and it takes forever to empty them. One of my most despised elements of this game is exactly that you have to deal with the corpses before you can move them. I don't have to relocate the offices of living people to relocate a fire department or police department.
I'm wondering if there is a crematorium mod that increases the number of service vehicles they have .. because they are sitting there mostly empty (or at least, less than a dozen or so being processed)
I would try going into the budget panel and increasing the budget for Healthcare(/Deathcare). That should increase the efficiency of the hearses and other "body transporters."
Wrong - Landfills are replaced by incinerators. Graveyards are replaced by Crematoriums.

then... cemetaries... as you wrote it with S... I assume you then have more than 1...
they send only 2 hearses because they spread the work between your cemetaries.. and while having only 1 cemetary it may send 15, but having 7 cemetaries means they may send 2 per cemetary (having 1 of those sending 3 to get to that 15 number...)
Now... the hearses mechanics... it's very funny... a hearse can stockpile 10 corpses... so following my first example... 15 hearses = 150 bodies to remove... which is already a lot...
AND they have to complete their journey and be full before going back to cemetary...
Now the causes of why you have deads all over the place....
- May be how you seeded... (too fast) leading to what is known as deathwaves...
- May be due to horrible traffic, and the hearses simply can't make it fast enough...
Now... if you dare watching hearses on *normal* duty... they remove corpses almost non stop... but if all is well into your city, they go to places you may not even notice, as they do that WAY BEFORE you have a death logo... once you see one of those, it means it's already been a long time since the death occured, and you really need to look what's wrong...
So try to investigate those 2 things...
1° your seeding and the death graphics to see if you have a huge spike in a very short amount of time
2° and have a nice flowing road design.
