How do I build / place a harbor?
I can't manage to get one build, it either complains it's to high or the space is already occupied. But when I don't place a road I can't build the harbor... I've tried now 20mins placing it without success... Any hints?

You seem to need to be playing a map with water trade routes. The Two Rivers map wouldn't let me place one, but other maps do.

Yes, i believe it is an Outside Connections issue.

it has to have a dricet line of sight across water to a sea route.

Thank you guys, I guess that's the issue. It would be nice if the game would tell me that or not even show the harbor on this map.

It does do that when you chose your map.

Indeed, at the start of a new game there are little icons under the picture of the map that will tell you what kind of connections your city can have.

for the land height, level according to the original shore, the depth level according to the sea floor, then unpause the game (very important, seems like its a bug), this should fix this problem.
