Report a translation problem
1) Your water intake pumps are taking in contaminated water
2) Your water towers are taking in contaminated water
3) Check your pollution and sound pollution overlays, you may have ground/noise pollution causing residents to get sick
4) Check your budget. Your medical slider may be ticked down.
5) Check your road network - you may have no access to the sick distracts due to one-ways leading in, and no way out.
6) Check that you have enough cemetary/crematorium space - you may have dead bodies piling up which may cause illness.
I know your problem. There are plenty of hospital yet few of them has been filled. That mean the transportation is messing up. Unlike what you think, the trafic may actually very very bad. Pay attention to the kind of road you build. Is it One-way road or Two-Way? If it's one way then the city is pretty much fked since the transportation will be greatly hinder. You will have to manually replace all the One-way road by Two-way.
