When a one-way road that runs onto a 2-way road creates a traffic light, it is because again, the people on the one-way need to be able to turn left or right onto the 2-way road.
One thing about one-way roads, is the direction the traffic flows is determined by how you actually place the road. Traffic flows from the first point you click, and will drive towads the 2nd point you pick.
Hopefully that answers your question. It's kinda hard to describe traffic patterns via text; unfortunatly I can't use a picture, as pictures would really help to make sense of it all.

The bottom one is probably the best overall because you can build right next to the roads. The top one is the fastest (highway) but it's only in one direction and will take up a bit more space. You could of course do a double highway, one going in each direction but then it will take up even more space. However, it might still be a really good idea for a very large city, allowing your sims to go straight through the city from one end to the other very quickly.
