Report a translation problem
Runs perfectly for me. W8.1, i7 4790k 4.0 GHz, GeForce GTX 580 (2GB) and 16GB RAM.
A friend of mine has a destop PC and a laptop. Runs fine on the desktop one, which isn't close to mine in specs, but still well above the recommended specs. His laptop struggles the same way you do, however, and even tho it's specs isn't quite up there, it's also well enough above the recommended specs.
In his case, it seems like faulty memory. Windows memtest didn't find anything, but win memtest isn't very good either. He has to restart it a lot, so in his case, it's clear the laptop has issues. Have you had any other problems with the computer at all?
Edit: This game demands very little of your graphics card, and quite a bit of the CPU (but in your case, your CPU should handle this with no problems at all). For me, it seems the heaviest load is on the RAM. Again, 8GB should be more than enough, but if there are any underlying issues with your RAM, I reckon it can mess up the game performance quite a lot.
My opinion, if your computer is the issue, I'm 90% sure it's the RAM, but it's a very big if :p
I've heard that going into your NVIDIA control panel and assigning the card to Cities Skylines fixes the issue on laptops. For some reason the game uses the integrated graphics or something. (?)

On a side note, Thank you for saying FPS at the start and not just saying "i'm lagging". I hate that term. I means nothing without context.

It's none of the above.
Likely it's using your integrated intel graphics instead of your dedicated video card. I assume your laptop has an AMD or nVidia video card.
