If you have a huge city around 100k, I can just assume you have pretty good education rate? That might very well be a factor. Several studies show that increase in education leads to decrease in crime and crime related expenses. I reckon this is a factor in the game too.

Can try on my current 30k city, as I've currently got about 30k income and 5 mill in the bank. I've just been messing around with roads, trying to optimize flow. A lot of high gamespeed, very little building, I got quite loaded :p
What I did differently though was jack up the taxes for RCI to around 13%. Poorer Cims turn to crime, from what I've seen. Anything higher and they start complaining/moving out.
I also didn't have to bother with hospitals or cemetaries. Had a boatload of abandoned buildings, sure, but the population (along with crime) basically did a pendulum swing of around 1,700~2,700 pop and 42%~57% crime.
Thats what I did with the others like 1000 abandoned buildings, 50% health etc.
I'm pretty sure it has to do with making your population unhappy. Unhappy cims = more crime.
