21% unemployed and the city has an insane demand for residential but nothing for Com and Ind
Education is good and i don't have a hadron collider.
As a result of not seeing the residents complaining or any negative consequences of residents being unemployed, players seem to often build residential too far from the jobs. It would be nice if the game made it more evident when a location has poor access to work locations.
All that being said, if you just recently built a hadron collider and this unemployment stemed from that, then it is most likely a temporary situation from having so many people suddenly over educated. They should over time go to work however. I believe when a person is over educated they take longer before taking a job.
i removed education boost policy and some schools.
improved public transport and upgraded industry to level 3...
Not sure which factor contributed the most but something helped.

Young Adults - 17%
Seniors - 14%
The rest of the people either can't find jobs they are qualified for (not educated enough) or can't get to where the jobs are (not good enough transportation or too much unemployment.)
Matbe someone could do a mod that calculates the employment rate based on the number of people who are actually of working age.
Young adults are actually part of the working force. If you have a university however then one third of young adults will go to university while the other two thirds enter the workforce.
Interestingly enough, despite only one third of young adults being able to go to university, it seems that all can recieve a university education. Much the same way as adults are able to retroactively gain high school and elementary school educations without ever having physically attended them.
I've also found that zoning low residential instead of high for a little bit helps to level the unemployment back out for some reason.
