It isn't enough to tell a district to specialize in Ore or Oil.

You have to have that actual resource on the Map, then you have to zone your District over the area with that resource.
If you click on the top left of your screen, then click the resources button, you can then see where different resources are.

Sorry, but this is not correct.

You can build oil/ore industry anywhere on the map, needed goods will be imported.
you might be lacking educated workers; do you have schools?
I am building on oil resorces but I didn't realise that you need educated workers. I have highschools
Regardless of whether or not you actually have educated workers, industry will still build - And then proceed to complain about lack of workers.

If you're not seeing anything build at all - there's something else wrong. Like a lack of RCI demand.

same for me
Hi,

I had the same problem, and I think it's a bug.

Try this:

- Make sure all is zoned
- Erase the district completely
- Add a district again (with the proper specialty)

And it started building here...

I got this solution from this video at 9:45 > https://youtu.be/QWCUmOsPRk0?t=9m40s
