Is there a basic tutorial on this game?

I just bought this game because I heard so many good things, but I'm completely lost and there's no tutorial that I can find. Thanks again for taking my money, Steam.

Make sure you have the help bubbles turned on in game by clicking the question mark near the bottom left. It will at least show you the very basics about roads, zones, and a few other things. Managing your economy, traffic, taxes, and policies is really left as a trial and error exercise for the player though.

Thanks, is ther a way to increase the text size on the help bubbles. I'm half blind in one eye.
