Man this game needs a bug fix on that..

How do you know it's a bug? Maybe you've overlooked something.
What's there to overlook?

People are aging and dying naturally. If you zone in big waves, expect so see big waves of these incidences.

Also, people who go from teen to young adult/adult will want to move out of their parents homes, preferably to apartments to work and then later on back to the suburbs to raise families.

If your young people have no place to move to to get away from mum and dad, they will move out of the city, causing population decline and putting your investment into education to waste.

All the dead are being taken care of.

I already have had a new city ready for new people but it has been empty for 20 min now.

Is your new city area high density residential?

He doesnt mean that you dont take care of your dead, he wanted to say that if more people die of old age than new people are born/move into the city it will seem like people are moving away, but in fact its just a big generation dying of old age.

Aside from the migration of citizens within and from outside of your city, your population change may just be your death rate rising above your immigration+birth rate.

You should check the amount of jobs available in your city too and if you dont have already add public transport to connect all areas as that helps indutstry/commercial/offices to level up and provide more and better jobs.

You can check the amount of jobs by clicking on the button in the top left corner and then selecting the overlay that has "people" on it.

Just wait for your young adults to move out and into the high density residential. I don't know what you mean by your dead "are being taken care of" since people dying is still going to be subtracted from your population total.

Just if they don't get picked up by a hearse the entire building will be abandoned. Then you will lose a lot of people.

Have you checked your ambulance coverage? If a member of a household gets sick and dies, the household will lose one person but it doesn't open it up for somebody else to move in as long as there are still other household members breathing.

None of my people are sick or dead as everything is getting taken care of. The only thing i do have though is tons of empty houses. and more moves out.

It could be a lack of employment causing them to leave. Hit escape, and check your city statistics to ensure your employment is at a reasonable level. Also, use the overlays from the top left to verify that your services are covering the right areas, and that the roads are easily accessible and flow well.

there is something i can't understand, i have start a new game with mods (money and everything) i had population of 3,500 everything is perfect no traffic, noise pollution every service with perfect efficiency and no industry demand and people are just leaving (not dying) and most of the residential buildings are at 70% full and no new ppl are coming in.And now i have 2,500 population with 96% happiness, i am pretty sure something is wrong here

Same issue here, but mine increases to max 80k people, then drops drasticly out of nowhere with the same stats as you say.
