Also if engines aren't getting there on time make sure you have good coverage, and that you don't have traffic issues stopping them getting any where
great coverage is only part of it, that only shows the range they can reach, but dosen't inlude problems with traffic. So you need to use the traffic tab and check for congestion and make sure you have a good free rolling traffic
Check your access routes, in my recent city i had a simialr issue with my fire and garbage trucks. Turns out i had put the wrong road down for the entry/exit of the district, i had 2 in roads instead of 1 in and 1 out
