Distroy Achievement
I'm trying to get the Distroy achievement, but I think I'm not understanding some detail on how it works. I have over 10 districts (14 at the moment), and none of them have the same set of policies. I thought that would unlock it, but no luck.

Does it have to be a policy that *only* one district has? I'll keep experimenting but if someone else knows and posts before I figure it out, that would be a big help. :)

Ok, I did get the achievement when I removed all policies from every district, and then placed one policy on each (different one per district), until the achievement popped up.

I'm guessing it doesn't have to be the only policy on that district, rather that no other district can share the policy.

Resolved for me. Maybe this will help someone else trying to get it. :)
I can't get this one to unlock at all.

No mods,
12 districts 10 with one of the service policies
2 with one of the tax policies
no city wide policies.

Waited several months and nothing.

Remove all the policies and set one different policy at one at a time per district.

Of course if you were bankrupt once or use mod once(enable and then disable), your achievement might be disabled. Check savegame have the trophy icon is without the stop sign overlap.
I've removed all policies form all districts and city wide, set one service policy to each of the 10 districts.
The save game says achievements are enabled. Tried creating a new city and still nothing.

Finally unlocked when I added one tax and one service policy per district.
Wouldn't unlock for me with one service policy per district for some reason.

That's really strange. I know I only had one policy on each district, tax/service/planning didn't seem to matter.

Same here. It didn't seem to matter at all, I removed all policies (citywide policies), and assigned a random policty to each district. The game was paused. I pressed play 5 seconds, achievement popup, went back to the previous policy setup. It was an easy achievement.

Make sure you don't have any global city policy enabled.
I had the same issue, then disabled them, and the achievement popped up right away.

Also, do it to _more_ than 10 districts, like 11 or 12.

Sorry to revive old thread. but I found another solution'

I had 12 districts with different and single policy. I then remembered I had a district set a long time ago. I went into it and it had no policies set at all. I set a leisure district policy and it dinged.

So maybe you have to have a policy in each district? Rather than only one per district or global districts set.

I removed all districts, removed all the policies, placed 13 empty districts, click 1 UNIQUE of the policies on each district alone and the achievement popped. So this method work. I can confirm that.

Jeez, I've been struggling with this achievement for about two hours before reading this post.
Indeed, removing all enabled policies (incl global) and then setting 1 policy on each of them does the trick. Buggy....
