That green area when you plop down is more of a guideline, it seems. Those are the areas where that building can quickly respond to - but, unless I'm mistaken, it does try to respond to fires or such outside of that area too.
Arumba came up with a square grid where a central service covered everything equally. If you have poorly designed roads your services won't be able to get places in time.
Actual distance doesn't mean anything if they can't drive there. If you're to the right of a building on a one way road your fire engines won't illegally turn left just because it's close, they'll drive right and go the long way around. Keep this kind of thing in mind when designing your road network and service placement.
I noticed a person being sick next to clinic but the ambulance was never dispatched to it.
I saw a building on fire four blocks next to fire station but the station never dispatched a fire engine to the situation.
Police is the only flawless service. However they go on patrol on high populated areas or situations..
