Literally no one moving in at the start of a game

I don't understand; I can't get a population above 0 even with everything in order (electricity, pipes etc.) is anyone else having this problem?

My first game was like that. Lots of houses, not a single car on the road and no population. I had to start over.

I've started over thrice and still happens. Disabled mods, still doesn't work :/

Is the power hooked to the buildings? Is the water to the pipes? Is the power to the water? Is the road to the outside connect?

I'm only on my 2nd city, the only thing I did differently was connect that one to the highway system. Not sure that had anything to do with suddenly getting population however.

Obviously you have to connect to the highway system... how else would they drive to your town and move in otherwhys?

look at arrows on roads sometimes its messes up and you get some roads in one direction and others in another where it dont work out for residents to come in into an area cause its all pointing outwards

and yeah there is something strange with the sim

I dunno, I grew up on Simcity 2000 and such, never had to do that. They find your city by magic :)
