Posh Mall
The tooltip says "All tax rates at most 4%" with a 0/6 counter bar. But when I set all 6 taxes to 4% or less, I get a new counter bar that says 0/20. What am I missing? I can't get the Posh Mall currently.

I am sure the uniques are bugged. I saw one asking for you to have -1 dollar to unlock then locks when you have money to build the thing.

If you go into the detailed view in the progress screen you will see that most building require multiple thing to unlock, while the hover over only shows the next step.

The 0/20 means most likely that you have to keep taxes that way for 20 weeks.

I thought that, too, about the 0/20, but I let a week roll by and it didn't change.

My mistake. I didn't wait a full week. I must have waited 6 days and simply miscounted. /oops

Taddi may be right. I had the same issue set 6/6 to 4% and I set the time to fastx3...and if you keep watching that 0/20 bar it will eventually fill. I didn't check if it was 20 days but it might be, anyway it wasn't too long so just keep everything at 4% until it unlocks.

I agree Murder I think some of the uniques must be bugged. The one you gave for example makes no sense unless they mean they want you to have exactly -$1 and not say -$50 I think that would be very hard to control. When I'm losing money, which is often, it's normally -$1200 per week.

Also the Lazaret Plaza which I wanted next needs health below 20. With my small town of 2k people and 0 clinics or hospitals I still have 53 health overall. I turned off sewage and it started going down I got to 38 before almost everyone had moved out. Other than having 0 health buildings I don't know any way to lower overall health below 20 which is required for the unique. I want to unlock this at the start of the game but I may try for a larger population then suddenly turn off all the health buildings and mess with the sewage again.

I agree that the whole notion of you having to make your city worse, which is quite hard sometimes, to unlock certain buildings is not a good design choice.

I have a city with 200k population and no police at all and I dont get above a crime rate of 30%.
(you need 50% for the unique building).

Posh mall seems like it'll be impossible, but it's the last thing I need before I can get my Hadron Collider.
20 weeks is absurd. I'll probably end up saving up 1,000,000 and lowering all my expenses to 50% in order to make it the full 20 weeks.

Just load any save file, lower the tax rates, go watch some TV, and when the mall is unlocked you can load any save game and play normally again.

Yeah. 1,000,000 isn't enough money anyway.
Would need 4 or 5 million.

I just got the mall! Taddl was right. Keep the taxes at 4% for 20 week. At 3x speed, in real life it will take exactly 8 minutes. It will take about $2,500,000 if you don't want to bankrupt. At least for me and I have 56k population and I had a high percentage set in the budgets that I didn't change. There is a lot of variables but hopefully this helps someone.

glad u solved it.

@Taddi the reason why your crime rate doesn't go up is because you good education and little unemployment.

1) save game
2) turn off schools
3) dezone all jobs: industrial, offices and commerce
4) wait
5) profit, load last game

also: try hard mode on a new map and you'll get it easier

I never thought of using that when I was attempting to get it... Makes sense, though.

I think it's a good way to show what happens to a city without police/healthcare/education. Besides, the description says explicitly that once unlocked, the buildings are always available so it's kinda obvious that you can reload after wrecking your city.
