The 0/20 means most likely that you have to keep taxes that way for 20 weeks.
My mistake. I didn't wait a full week. I must have waited 6 days and simply miscounted. /oops
I agree Murder I think some of the uniques must be bugged. The one you gave for example makes no sense unless they mean they want you to have exactly -$1 and not say -$50 I think that would be very hard to control. When I'm losing money, which is often, it's normally -$1200 per week.
Also the Lazaret Plaza which I wanted next needs health below 20. With my small town of 2k people and 0 clinics or hospitals I still have 53 health overall. I turned off sewage and it started going down I got to 38 before almost everyone had moved out. Other than having 0 health buildings I don't know any way to lower overall health below 20 which is required for the unique. I want to unlock this at the start of the game but I may try for a larger population then suddenly turn off all the health buildings and mess with the sewage again.
I agree that the whole notion of you having to make your city worse, which is quite hard sometimes, to unlock certain buildings is not a good design choice.
I have a city with 200k population and no police at all and I dont get above a crime rate of 30%.
(you need 50% for the unique building).
20 weeks is absurd. I'll probably end up saving up 1,000,000 and lowering all my expenses to 50% in order to make it the full 20 weeks.
Would need 4 or 5 million.
@Taddi the reason why your crime rate doesn't go up is because you good education and little unemployment.
1) save game
2) turn off schools
3) dezone all jobs: industrial, offices and commerce
4) wait
5) profit, load last game
also: try hard mode on a new map and you'll get it easier
I think it's a good way to show what happens to a city without police/healthcare/education. Besides, the description says explicitly that once unlocked, the buildings are always available so it's kinda obvious that you can reload after wrecking your city.
