So my problem is even instead of launching the game, it just crashes as I click the "Play" button in Steam. I checked the Task Manager for the process and Cities.exe appears and then disappears; and WerFault.exe also does the same. (Obviously indicating a crash)
So I checked the Event Viewer (In Event Viewer navigate to Windows Logs > Application and wait for it to load), picking out the most recent event (which will either be an Information or Error) I see:

More interested in what P4 has to say - nvwgf2umx.dll -- that's an Nvidia driver file. So thinking that my drivers are faulty, I re-installed them; no luck.
After an entire night of crawling The Google, I found out that the game has an issue with DirectX 11 on Windows 10 and it's best launching it into legacy DirectX 9 mode:
In Steam Library:
1. Right-Click on the Cities entry
2. Select Properties
3. Set Launch Options
4. In that Launch Options box, type the following w/o quotations: "-force-d3d9"
5. Click OK in that Window and then close the Properties window.
6. ???
7. Profit - The game should now launch and run properly.
I think the issue is either there is a limit to the amount of assets and mods you can subscribe to or there is a mod or asset i download the games not like so it will not launch
Now if you do this it will mean you will delete all the mods and assets you have subscribed to already but after this is finished you will be able to resubscribe to them again.
Subscribe to your assets and mods in chunks then stop load the game if it works still cool keep subscribing if not unsubscribe from the chunk you just did and keep on going
1. Go to steam your steam system folder
2. then got to steamapps then workshop then content
3. In the content file there is a folder 255710 Delete it.
4. Now you can load the game BUT go to steam workshop via the game then to "Your Subscribed Items" then click the " Unsubscribe All" button.
5. Shut down game restart and your back to 0 now you can start resubscribing and building.
if done correctly this should fix it
Thanks mate, I'm on Windows 7, did all of this and it worked the first time. :) Now I have to test it out more times.
