Too Much Garbage

My city currently has a population of only about 9,000. I have 3 landfills and 5 incinerators, but the landfills just keep accumulating trash. All landfills and incinerators are functioning, but the incinerators can't even come close to keeping up with the trash barrage. This seems ridiculous for a 9,000 pop. city.
The only thing I can think of is that trash might not automatically be moving from the landfills to the incinerators, and I have to manually empty the landfills.

yeah you have to manually empty them I think I have 3 landfills and about 6 incinerators and no garbage problem at 20k people

Or you traffic is badly routed you have to make surte there are no jams inside your city

I'm not sure the landfills move to the incinerators. I could be wrong, but it seems like when mine fill up they just stay that way no matter how many incinerators I build.

Yes, there is a button called "Empty" when u insepct a landfill

Anytime you have a problem in this game, hit the traffic icon first. This game should be renamed Intersection Manager 2015. I ♥♥♥♥♥♥ love it.

Oh dear. I had previously been trying the empty button for the landfills, all the while wondering why it didn't seem to be emptying. My game was on pause. ♥♥♥♥♥♥♥♥♥♥.
Well, it's fixed now. I can tell you all about integral calculus, but then I turn right around and pull this crap.

If you have an incinerator, they take the garbage there. If you don't, they will move the garbage from the landfill you're emptying to the other landfills.
