Ha yeah, Twitch is the easy solution!
I just looked at a bug thread on reddit in r/citiesskylines and someone said that if you're playing 1920x1080, the broadcast will do the black screen with cursor. But it will work properly in other resolutions. Something to try.
www.twitch.tv. It's a video game streaming website. The biggest one, probably. Basically anyone can stream their games on Twitch.tv or watch other people play games.

Restart steam client and try again. It should work.
Trying to stream the game on OBS but I don't want to use window/monitor capture. Is this an OBS problem or the game, I'm unsure. Game capture only shows the cursor and the game is streamed black screen.
Any assistance would be appreciated :)

update : I just tried to use direct x 9 instead of dx11 and it magically works now. use -force-d3d9 as launch parameter if you don't care for direct x 11!

I did this and I can now run the game through obs using game capture!
