Report a translation problem
The darker the color in the wind map, the better the power output for the wind turbines. Wind turbine can be built on land and the advanced wind turbine can be built on water. Wind turbine max output is 8 MW and advanced wind turbine is 16 MW (if I recall correctly). The only thing you need to keep in mind when placing wind turbines is that they create noise pollution which is indicated by the radius around them when building. Just make sure they are away from residential areas and you are good to go. :)
P.s. Objects that can be rotated such as the various custom roundabouts and intersections and highway intersections are rotated by clicking right mouse button. To rotate them smoothly (aka non 45 degrees) hold down the right mouse button and move your mouse sideways and the structures should start rotating smoothly.
