Finnish localization?

Since it's a Finnish game, was sort of disappointed about the lack of Finnish language selection. Is this in the works? My dad is a retired city planning engineer, and he showed great interest in this game. However, his English is terrible :D

Is there an easy to way to mod / tweak the language files? So some user(s) could do the translation?
