Quite a few games does that on steam without actually needing any code input. It might be that it needs it if you register an account with paradox though.

sweet as, was just weird steam went out of their way to give me a product key that the game never asked for lol

Paradox games usually come with product keys. You can redeem them on the Paradox forums, to add some badge to your user profile. It is kind of a collectors thing for people invested in the Paradox community, I guess.

Will there never be a use for this key? And if I tell Steam to not pop up the key everytime I start the game, is there a way for retrieving the key later?

Yes... the key is ONLY for the forum.
