Paste your heightmaps here.
The AppData folder may be hidden from view (default), in which case you will need enable the 'Show hidden files, folders, and drives' option in the 'Folder Options' in the Control Panel.

Go to terrain.party and get your height map - you'll have a bunch of zips, each one with a different version of the height map. Choose the one that looks nicest to you and that's the one you'll import.
Put the image (.png) in to the game's Heightmaps folder:
Windows:
/Users/<username>/AppData/Local/Collossal Order/Cities_Skylines/Addons/MapEditor/Heightmaps
Mac:
/Users/<username>/Library/Application Support/Collossal Order/Cities_Skylines/Addons/MapEditor/Heightmaps
Now load game and go in to map editor, and in the editor toolbar you'll find one option for height maps - click it and select the heightmap you want to import, instantly your map is transformed in to that terrain :)
As for Cimtographer mod, that has completely different purpose - it allows you to load in real world road networks to your maps. It also allows you to export a city to a file format that can be loaded in external street map viewer apps, etc.

There's only a "road map" version of the world, and the "relief" versions are only for the US surroundings (and it's quiet bad quality)
Out of curiosity due to your comment and necro posting to a thread that was last seen two years ago (!), I just went to Terrain Party and chose Stockholm at random, downloaded the heightmap, started the game and imported the height map into the Map Editor...
voila, Stockholm height map

Terrain Party works perfectly and you will just have to go away and learn to use it properly.
