Are building assets exportable to Blender to edit?
I downloaded the free version of Blender. I messed around with a bit, but I'm very much a novice. There are tons of tutorials on youtube. (Blender is used to create objects, etc.)

My question is using Blender can I edit an existing building from Cities Skylines, and then reupload it to my directory for the game?

I'm messing around with Blender, but I don't want to start from scatch for a building if at all possible. I subscribed to some of the workshop items, but I'm assuming those haven't been downloaded yet.

Asset Editor takes in .FBX, so they either are or we could try to ask that they are made available to download as a modding resource pack.
Blender saves in the format of .blend, so not sure if they are compatable?
As juhamac already pointed out, you have to use .FBX files. Luckily Blender supports im- and exporting to Autodesk FBX so to answer your question: Yes you can use Blender. (From my experience with FBX files you may need to tweak some properties to make it fully work, but it's surely compatible)
