This is surprising to me as I have had the exact opposite feeling. Every game insists on starting up in fullscreen mode to begin with.
This can be tested by alt+tabing to another program like for example the calculator, if the calculator shows up in front of the game it's running borderless window fullscreen. If the game gets minimized instead it's running exclusive fullscreen.
Now why does this matter? It's not a big deal for most people in most cases. But if you own a G-sync/Freesync-monitor or want to use DSR it's a small annoyance that you can't use those features. That's all really.
Does forcing the game to use direct x 9 instead of 10/11 remove any of the games graphical features?
