DLC worth getting?
So presumably because this is a Paradox game it has 9000 DLCs but are any of them actually worth buying? Should I just get the starter deluxe edition and call it there or can I just get the basegame?

My favorite of all time is just the base game and all of the free 350,000+ workshop.

The rest don't really matter, although I'd recommend the first 3 expansions as they are part of the base game. After Dark has tourism, Snowfall has trams, natural disasters has disasters.

But the base game is the only thing you really need!

But when you start the game, your playstyle will dictate what DLC you need according to your playstyle. I wouldn't recommend buying any DLC until you get through the learning curve of the game and you successfully make a city over 300k. I would avoid mods until 300k as well, then you'll likely realize you do not need any DLC.
The base game is fine for learning the basics. Probably if I had bought all DLCs at once, I would have been a bit overwhelmed. I am also a fan of buying DLCs step by step and enjoying every single one before buying the next, but that is of course up to you. You can however be certain, that in one of the next sales DLCs will be on sale again.

My top 3 DLCs that I would really recommend:

1. Mass Transit: A lot more public transport options and some roads (e.g. 2-lane highway off-ramp) that really enrich the game. Monorail and cable cars are great.

2. Green Cities: Many options to avoid pollution and get a nice-looking city. Also you get commercial zones without noise that fit nicely into residential areas and some new skyscrapers for your skyline.

3. Parklife: Modular parks the fit nicely between suburbs. They are also real cash cows if you manage to funnel all pedestrian traffic through them (you can however lower the ticket price to zero, if you feel this is overpowered). You can get additional park items from the Steam Workshop. For example watch out for the circus by BadPeanut or the Humble Administrators Garden by Emperor Li.
If you are into supply chains or just want to manage industry better by using warehouses to buffer import/export, then get the Industry dlc.

well I have hoarded some DLCs (17 at the moment of which 4 are CCP) and I personally would agree with people above that snowfall, park life and mass transit are good, natural disasters I usually dont take seriously and use only when I want to see destruction of my city, After Dark is good for tourism.

You could also get a free match day dllc and pearls of the east that just adds one football stadium and some unique buildings

I personally also like Hotels and Reatreats and Financial District DLC because they help me to make money even easier, hotels just make passive income and investments are just good when you want easy 1 million $. Hotels and reatreats DLC works with After Dark dlc really well.

Campus DLC which I got gifted is just what it says but expanded on (if you can also somehow use it well then it also makes money) Also same this is with Airports DLC but instead of universities its airports.

Plazas and promenades DLC are good for reducing traffic in some neighborhoods.
it makes the place walkable.

Finally on my list is Sunset Harbour DLC which I dont recommend much because it just adds trolleybuses (which are worse than trams) and some sea based farming. Well a feature i use much from that DLC is the inland water treatment plant which is a better option than having poop colored water next to the city.

I've heard that Green Cities and Industries DLCs are also pretty good but I don't have them yet.

sunset harbour also has a garbage cleaning asset that can auto clean/empty landfills and other trash collection sites. To the point that those assets no longer pollute.

The best thing about Green Cities, if you play mostly unmoded, is the IT cluster specialization for offices. It lets them supply commercial zones without any trucks. The garbage management is helpful too.

Although industrial specialization such as Ore, Oil, and agriculture are base game features. IT Clusters and commercial specializations such as Organic and local produce are offered through the Green Cities DLC.
EDIT: Commercial specialisations Leisure and Tourism are from the After Dark DLC.
Everyone plays a little different than anyone else. Doesn't matter. Play however you like. Most buildings need to be roadside with access to power water and sewer. After that it's pretty much anyway you want it.

I wouldn't play CS without Industries and I wouldn't pay more than 9.00 USD for the package. Game + DLC

There is no best DLC. Because for you it might be different. You have different tastes.

Get the DLC that adds the content you want. Not what other people want.

Perfect example I think every DLC after Harbors (I was not good either) is trash and not worth getting even if they are free. Other will tell you they are a must have. It's taste.

Look at the DLC. Does it add what you want? Then it's a good DLC. Pretty simple.

It's based on the player taste. It means nothing. There are people who but the radio stations and think they are great. But most would say they are a waste of time to even download them even if they are free.

Lists have always been stupid. You aren't what is the best. It's what that person thinks is the best. Which doesn't mean it is the best:)
I would get all of them. If you look close, you would see most or all DLC's are in bundles.
A few of them are "worth" but in my opinion, having mostly the full set (besides the last bundle), it adds almost nothing
Even the "best" ones are half backed (for instance the snow mechanism)

None of them is even 20% as good as SC4 Rush Hour

And I never played with mods
