If you messed with the airplane path your city is screwed (weird bug that happens that stops planes from entering your city)
Airplanes don't like it out there as those outer two rings aren't unlockable, except with a mod. The planes still won't work.
Get the airport within the inner 25-tiles of the map and it should work fine.
Also, I had an issue with plopping down an airport under a flight path and the planes wouldn't land even within the inner 9-tiles of the starting map.

Taxiways are one way. Ensure airplane gates are connected to both an "entry" and an "exit" taxiway.
Interesting, I just helped a user with his airport DLC and no planes came to his airport when it was in the corner of the map. I advised him to move it into the inner 25-tiles (with move it mod) and it worked perfectly.
Maybe it was a corner issue? or maybe a flight path issue?
Too bad I deleted the saved game. Maybe it is in one of my saves? Now if I can remember the name of the saved game? LOL
With anarchy mods, it is easy to put segments on top of each other, such as when used to design "dummy taxiways" - yea, not sure why the developers decided to not allow for extra runway connections, horrible design choice... - rather than connecting with each other.
When using anarchy and connecting segments with other segments, I always look for the angle in both the starting point, and/or the ending point. If you do not see an angle stat, then the segments are not connected with each other.
