Be warned, though, if you think traffic is an issue with pocket cars, wait until you enable realistic parking.
Unless you plan ahead, most often, traffic will go downhill with this option activated, and pretty fast.

#1. The preloaded hard coded "16k Vehicles Active limit. As you might guess limits the number of visibly active vehicles in the game to 16,000. That works out to 1 car for every 65 citizens in a full 1,040,000, city.
#2. Limit the number of citizens. No citizens = no cars. Done correctly, city citizens and city traffic is the very last thing you need to worry about.
There are of coarse, any number of other things you can do to greatly effect the number of cars that appear to be used on the roads.
A properly designed metro along with pedestrian walkways for example will make your streets, sidewalks and intersections seem to be almost deserted.
I prefer to have 'realistic parking' enabled from the start of my builds. This way whenever there are parking issues it is easier to address them.
To give you an idea of why traffic can get worse, a little explainer.
When you enable 'Realistic Parking' from TM:PE cims no longer use their pocket cars. Instead they will walk to their car enter it and drive. When these cims reach their destination, they'll start to look for a free parking space for a certain amount of time. This means they'll start driving in the area they need to be in search of a parking space. If no parking spaces are availlable they'll start a new search. They do this up to 10 times!! And all the while they're filling the streets.
So when you enable this option when you're allready pretty far into your build you never really had to fullfill these parking demands, and now suddenly you do. And if you do not have enough parking spaces in popular destinations (high density commercial area's for example, and places with unique buildings) these cims that'll bne looking fopr a parking spot can actually destroy your traffic flow in these area's.
So little heads up. If your traffic flow starts going downwards find out where. Select a couple of cars and see if they're 'looking for a parking spot'. If yoiu see a lot of them, you might need to clear some space up for parking lots or garages.
Also in a great many cases they can be rectified to a great extent if not greatly reduced.

Doesn't OP state that it's the sims that are "pulling out their pocket cars in the middle of an road".? And is OP actually complaining about where the pocket cars are being "pulled out" or the fact that as OP says ... "Everyone who leaves my park leaves by pocket cars making traffic a problem." ?
I humbly resubmit, The issue for OP is not the point of where the cars are exposed, but rather what they are then used for.
btw; I generally trend to agree with you in as much as I also believe pocket cars as a whole to be one giant bug. Everyone must have had a huge laugh when they decided to call it Colossal Order. :)

Middle of the street most likely indicates a mod issue.
As for a solution that is a failing of your ability to comprehend what you read. Though that's okay since you are not the person asking the question.
If the issue is from the Parklife DLC then YES that too can be repaired Just like as if it were a mod issue.
EDIT: Oh, and since when does anyone need "your" permitting or blessing to do anything here on this forum? I will quote what ever end when regardless.
