Report a translation problem
This is a very bad idea. By removing files from your city you may have killed it. You can't just remove files and not expect errors.
Maybe try going to content manager and find your save game and click "subscribe all" on the city and pray it all returns.
It you reach 100 subscriptions, the Steam workshop will abort your downloads and force you to exit the game and restart it, and continue to the next 100 subscription.
Rinse and repeat until you get less than 100 and hopefully you can recover your city. Make sure all mods are enabled.
You are basically hacking the game with mods and if a certain hack mod is missing it can prevent you from loading your saved game.
If you have the Loading screen mod, make sure you check the option to "Recover from simulation errors"
