Hey, I have a question, how to update the mod to the current version of the game 1.19.2-f3 cities skylines

It is up to the mod creator to update their mods. For us if they do update we automatically get the updated version when logging on to Steam if you subscribed to that mod.
Or you go and recreate the mod and submit it to the workshop with the update.
